The psionicist exact from the target’s mind portion of its knowledge, cognition and personality by sealing the access to those area of the mind.
Every round the target must make an Intelligence, Wisdom and Charisma saving throw or lose 1 point of intelligence, wisdom and charisma respectively.
In addition, anytime the target suffer the loss of an ability score, he also loses the proficiency bonus to a skill related to that ability score, determined randomly.
If the target remains without skill with a proficiency bonus, then it will suffer disdvantage to a skill relted to that ability score, always determined randomly.
If any of the ability scores drops to zero, the target enters a permanent state of lobotomy, but he does not die.
The loss of ability score and skill can be restored by means of a psychic surgery performed by another psionicist or by a wish spell, which remove al harmful effects.
The Maintenance Cost is 8 PSPs / round plus the target’s intelligence, wisdom and charisma modifier.
