This psionic power does not affect the psionicist.
The targets are not awares of the occurring psionic inflation until they initiate a psionic power or they enter the area of effect while maintaining a psionic power.
If two psionicists initiate this psionic power and the area of effects overlap, then the effect stack, thus quadrupling the Initial Cost and the Maintenance Cost of all psionic powers within the area.
