Air Form. The tempest can enter a hostile creature’s space and stop there. It can move through a space as narrow as 1 inch wide without squeezing.

Flyby. The tempest doesn’t provoke opportunity attacks when it flies out of an enemy’s reach.

Legendary Resistance (3/Day). If the tempest fails a saving throw, it can choose to succeed instead.

Living Storm. The tempest is always at the center of a storm 1d6 + 4 miles in diameter. Heavy precipitation in the form of either rain or snow falls there, causing the area to be lightly obscured. Heavy rain also extinguishes open flames and imposes disadvantage on Wisdom (Perception) checks that rely on hearing. In addition, strong winds swirl in the area covered by the storm. The winds impose disadvantage on ranged attack rolls. The winds extinguish open flames and disperse fog.

Siege Monster. The tempest deals double damage to objects and structures.

ACTIONS

  • Multiattack. The tempest makes two attacks with its thunderous slam.
  • Thunderous Slam. Melee Weapon Attack: +16 to hit, reach 20 ft., one target. Hit: 23 (4d6 + 9) thunder damage.
  • Lightning Storm (Recharge 6). All other creatures within 120 feet of the tempest must each make a DC 20 Dexterity saving throw, taking 27 (6d8) lightning damage on a failed save, or half as much damage on a successful one. If a target’s saving throw fails by 5 or more, the creature is also stunned until the end of its next turn.

LEGENDARY ACTIONS

The tempest can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The tempest regains spent legendary actions at the start of its turn.

  • Move. The tempest moves up to its speed.
  • Lightning Strike (Costs 2 Actions). The tempest can cause a bolt of lightning to strike a point on the ground anywhere under its storm. Each creature within 5 feet of that point
    must make a DC 20 Dexterity saving throw, taking 16 (3d10) lightning damage on a failed save, or half as much damage on a successful one.
  • Screaming Gale (Costs 3 Actions). The tempest releases a blast of thunder and wind in a line that is 1 mile long and 20 feet wide. Objects in that area take 22 (4d10) thunder damage. Each creature there must succeed on a DC 21 Dexterity saving throw or take 22 (4d10) thunder damage and be flung up to 60 feet in a direction away from the line. If a thrown target collides with an immovable object, such as a wall or floor, the target takes 3 (1d6) bludgeoning damage for every 10 feet it was thrown before impact. If the target would collide with another creature instead, that other creature must succeed on a DC 19 Dexterity saving throw or take the same damage and be knocked prone.

Limiting the power of a character and making the overall difficulty of the game harder, does not reduce the creativity, indeed it does quite the opposite.

An Elder Tempest is a gargantuan elemental creature that embodies the primal force of wind and storm. It resembles a colossal serpent made of clouds, wind, rain, and lightning, with a wingspan of over a mile. An Elder Tempest is always at the center of a raging storm that covers an area of several miles, causing heavy precipitation, thunder, and lightning. An Elder Tempest has no eyes, ears, or mouth, but it can sense its surroundings through vibrations and air currents. It communicates through roars of thunder that can be heard for miles.

Terrifying storms manifest in the body of the elder tempest. A being carved from clouds, wind, rain, and lightning, the elder tempest assumes the shape of a serpent that slithers through the sky. The tempest drowns the land beneath it with rain and stabs the earth with lances of lightning. Punishing winds scream around it as it flies, feeding the chaos it creates.

COMBAT

An Elder Tempest is a fearsome opponent that can devastate entire armies and settlements with its sheer power. It can fly at incredible speeds, swooping down on its enemies with thunderous slams that cause shockwaves of sound and force. It can also unleash a lightning storm that strikes all creatures within 120 feet of it, stunning those who fail to evade the bolts. An Elder Tempest is resistant to most physical attacks, and immune to lightning, poison, and thunder damage. It can also shrug off most magical effects, using its legendary resistance to succeed on saving throws. An Elder Tempest has no interest in treasure or territory, but it will attack anything that disturbs its storm or challenges its might.

HABITAT / SOCIETY

An Elder Tempest is a solitary creature that roams the skies, following the winds and storms. It has no allies or enemies among other elementals, but it will occasionally clash with other powerful beings that share its domain, such as dragons, giants, or leviathans. An Elder Tempest has no culture or civilization, but it does have a primal sense of honor and pride. It will respect those who show courage and strength in facing it, and may even spare them if they impress it enough. An Elder Tempest may also form a bond with a worthy individual who can communicate with it through magic or other means, granting them its favor or aid in exchange for respect and tribute.

ECOLOGY

An Elder Tempest is a living storm that affects the climate and weather of the regions it passes through. It can create rainbows, hailstorms, tornadoes, or blizzards with its mood and whims. An Elder Tempest is also a source of elemental energy that can be harnessed by those who know how to capture it. Some mages and artificers use enchanted bottles to collect some of the Elder Tempest’s essence, which can be used to craft powerful items or spells. An Elder Tempest is not harmed by this process, but it may take offense if it feels exploited or disrespected by those who seek its power.
